What Is a Managing Head?

The Managing Head is the person who exercises overall management or supervision of an establishment and has the authority to support and ensure the implementation of its environmental compliance obligations. Depending on the organization's structure, this may be the President, Chief Executive Officer, General Manager, Plant Manager, Facility Manager, owner or proprietor, or another senior official exercising overall management of the establishment.

Under DENR Administrative Order (DAO) No. 2014-02, the Managing Head is required to undergo eight (8) hours of environmental management training covering basic environmental laws, rules and regulations, and the duties and responsibilities of the Pollution Control Officer (PCO). This requirement helps ensure that environmental compliance is supported not only by the PCO but also at the management level.

Why Is Managing Head Training Required?

DAO 2014-02 requires the Managing Head of establishments to undergo eight (8) hours of environmental management training as part of the requirements associated with the accreditation of the establishment's Pollution Control Officer.

Accordingly, establishments that are required to designate and secure accreditation for a PCO should ensure that their designated Managing Head has completed the applicable environmental training.

This may include covered:

Industrial and manufacturing establishments;
Commercial establishments;
Institutional facilities;
Hospitals and healthcare facilities;
Hotels and similar establishments;
Construction and development projects;
Facilities with air pollution source installations;
Facilities generating or discharging wastewater;
Hazardous waste generators;
Local government units and government facilities; and
Other establishments whose activities are actual or potential sources of land, water, or air pollution.

Applicability ultimately depends on the establishment's activities and regulatory classification.

How Long Is the Managing Head Environmental Training?

The prescribed training duration is eight (8) hours.

DAO 2014-02 provides that the training should cover environmental management, including:

Basic environmental laws;
Environmental rules and regulations; and
Duties and responsibilities of the Pollution Control Officer.

The training is considerably shorter than the 40-Hour Basic PCO Training, as it is intended specifically for management-level environmental awareness and responsibility.
