The main legal and regulatory issuances relevant to PCO accreditation include:

DENR Administrative Order No. 2014-02 - Revised Guidelines for Pollution Control Officer Accreditation is the primary regulation governing the qualifications, appointment, accreditation, duties, responsibilities, and renewal of accreditation of PCOs.

It establishes, among others:

the basic qualifications of a PCO;
competency requirements for Category A and Category B establishments;
establishment categorization;
requirements for PCO accreditation;
duties and responsibilities of PCOs and Managing Heads; and
validity and renewal of PCO accreditation.

DENR Administrative Order No. 2018-07 - amended Section 7 of DAO 2014-02 concerning the appointment and designation of PCOs.

Among its provisions, the Order generally provides that a PCO shall not serve as PCO for more than one establishment, subject to provisions for companies with multiple installations and approved clustering arrangements for certain small stand-alone establishments.

Republic Act No. 9275 – Philippine Clean Water Act of 2004 - establishes the national framework for protecting the country's water bodies from pollution and authorizes DENR to regulate wastewater discharges and enforce water quality and effluent standards. DAO 2014-02 expressly identifies effective enforcement of RA 9275 through linkages among DENR, establishments, and LGUs as one of its objectives.

Republic Act No. 8749 – Philippine Clean Air Act of 1999 - provides the country's comprehensive air pollution control policy and is particularly relevant to establishments operating air pollution sources and control facilities.

How Long is PCO Accreditation Valid?

A PCO Certificate of Accreditation is generally valid for three years from the date of issuance. EMB guidance likewise states that the accreditation has a three-year validity period.

Renewal requirements should be checked with the concerned EMB Regional Office well before expiration because training, documentary, and processing requirements may be subject to subsequent DENR-EMB issuances.
